Through the State Transformation in Action Recognition (STAR) program, the Southern Office recognizes creative, impactful, transferable and effective state government solutions. Innovative program submissions are accepted from a wide array of state agencies, departments and institutions operating within the executive, legislative and judicial governmental branches.

2021 SLC State Transformation in Action Recognition (STAR)
Application Form
The Southern Legislative Conference is now accepting applications for its 2021 State Transformation in Action Recognition (STAR). Applications are due May 19, 2021. To qualify for initial review, applicants must submit answers to all 10 of the program questions and programs must be between nine months and three years old as of May 19, 2021 (i.e., established between May 19, 2018, and August 19, 2020) to qualify. Older programs will be considered if significant updates or expansions with tangible results in the same time period can be demonstrated. Please note that private sector submissions do not qualify.
Note: Due to the COVID-19 pandemic and the cancellation of the 74th Annual Meeting of the Southern Legislative Conference, the 2020 State Transformation in Action Recognition also was cancelled. The SLC is waiving date restrictions for programs submitted in 2020 that qualified for the recognition at the time.
