Public-Private Partnerships and the Move towards Toll Roads The movement toward toll roads is an important development currently occurring in a number of states. Perspectives from two state policymakers with a great deal of experience on this rapidly expanding trend is featured at this session. State Representative Lois W. Kolkhorst, Texas Pierce Homer, Secretary, Department of Transportation, Virginia Financing Public-Private Partnership Projects and the Leasing of Major State Assets A number of states have either leased or are considering leasing major state-owned assets for one-time windfalls that have reaped or could reap tens of billions of dollars. The Virginia Port Authority The Port of Virginia and its four state-owned facilities (Newport News Marine Terminal, Norfolk International Terminals, Portsmouth Marine Terminal, and the Virginia Inland Port in Front Royal) remains one of the most critical ports in our nation’s waterborne transportation network. The tour, which will include lunch, provides members with a presentation of the Port’s impressive economic impact and logistical capacities along with a brief tour of the Port’s facilities. |
